Labor to end negative gearing concessions for new investors, but not for existing investors

In the lead-up to the last Federal Budget, in 2013-14, the Coalition was determined to increase new capital gains taxation from 15 to 25 per cent, to encourage private investment in property, particularly in the residential sector. Although there was a small amount of discussion on the issue at the time, there was widespread consensus that negative gearing had become too expensive, and that this would make it too difficult for new homebuyers to afford to buy property.

The Government was quick to acknowledge that the policy of the previous Government was to allow negative gearing concessions for existing investors. However, it chose to change its policy after its election result. It did so as a result of its failure to introduce a full tax system for homes that had been sold.

The change from a 20 per cent cap to a 25 per cent cap of concessional capital gains is more in line with Treasury’s current policy approach

The Government’s change was based on Treasury’s current policy of allowing an increase in negative gearing concessions for new investors, a
